Routing is status-first: Bad standing (Return Policy Warning / Return Policy Disabled / Fraud Disabled) always routes to "Escalate to Manager" — no email sent, regardless of other fields. VIP routes to "Standard Email - Under 60 Days" unless paid by PayPal, in which case it routes to "VIP - No PayPal Refunds." Good standing uses the Timeline + Score + PayPal matrix — this customer (Under 60 days, Above 70, PayPal) resolves to "Standard Email - Under 60 Days," and the primary button stays the normal black "Send Email." The caret still lets an agent override and pick any other template by hand.
